[1] Anyone who is not in Israel such as unsaved gentiles are outside. Note no Y’sra’elite is outside including Judah is in, dogs meaning gentiles.
[2] Anyone who makes or practices a falsehood such as in Exodus 23:23. Many religious leaders of the world will fall into this trap because they have made up a falsehood and then deceived the common people who ended up following it. The greater part of the judgment will fall on these types of leaders.
